Tongliao Huanghelong Bioengineering Co. Ltd. was invested by Shandong Huanghelong Group. Factory was moved from Zibo City to Kailu, Tongliao City, Inner Mongolia. It comprises research & development department, fermentation workshop, extraction workshop and other necessary departments.

From 2003 to 2006, it was a Sino-American company. From 2006 to 2013, it was wholly owned by Cargill, an American company, named Cargill (Zibo) Bioengineering Co. Ltd. Amongst the earliest xanthan gum manufacturers, Cargill possesses advanced xanthan technology and hydrocolloid experts team. In 2013, it was bought by Shandong Huanghelong Group. The fixed assets and techniques of Cargill were owned by Huanghelong. Cargill intelligence concerning xanthan gum can be used legally in Huanghelong.
